These factors have taken their toll on the local environment:
- Environmental concerns are not on the public agenda or integrated into planning decisions;
- There is a shortage of housing and the majority of residential areas are constructed without proper planning;
- Water and waste water sectors have significant problems;
- Improvements in the transport system are not coordinated with land use development.
WSP International Sweden is participating in an extensive and far-reaching planning project in Libya assisting the government owned National Consulting Bureau (NCB) with technical expertise. The project was recently extended for a fifth year to 2010. The total budget is approximately 300 million SEK.
Background
Every 25th year an extensive planning exercise is carried out in Libya with the previous changes occurring in 1980. In 2004, the Libyan government started a new round of planning: The 3rd Generation Planning Project.
Libya is divided into four parts and NCB was chosen to be responsible for the north western part of country, including the capital Tripoli.
Mission
The primary goal of the Planning Project is to integrate ecological, social and economic factors into current and long-term development of the Tripoli Region. Key activities are as follows:
- Preparation of a Regional Plan and five Sub-regional Plans to define the guiding principals for the development of the region over the coming years. Important issues include the development of residential and tourism areas, promoting greater environmental awareness and the careful utilisation of natural resources and introducing an integrated approach for development of transport, water, sewage and energy infrastructure;
- To prepare comprehensive land-use plans for a large number of cities, towns and settlements including Master Plans and Detailed Plans for more than 120 urban areas;
- To deliver state-of the-art geographically related information such as satellite imagery, ortho-photos and base maps and to set a Corporate GIS for analysing, distributing and archiving this most useful database.
